The weather 2

The Weather 2
is the second issue of The Weather, an artists’ newspaper (2022). The artwork reproduced on its cover and on the inside spread are the same as those reproduced in The Weather (1). The authors of the horoscope on the last page are also the same as those who had designed the games section on the last page of issue # 1.
The Weather 2 is so much the same thing as The Weather (1) that one may wonder whether the former might not just be an additional copy of the latter, rather than the second issue after the first, no ?

Gift

What I don’t understand is how it is possible for an art collector to give one of his works to a museum and thesaid museum buys it at the same time. This was found as such in San Diego Museum Of Contemporary Art – Selections From The Permanent Collection (1990), pp. 84-5
When such a thing happens, the gift is commonly said to be ‘partial’, at least. But not here. This work, is it given to us, or not ?
